This is a brief history of some of the public and private statements of HCAD’S current general counsel who, at the same time, is the second in command of HCAD’s entire operation, Sands Littlefield Stiefer (S.L.S.):

 

 May 7, 1993

          ARB education chairperson, Ms. Jordan, “This morning he’s going to speak to us on equity.  Mr. Stiefer.”….

 

           Mr. Stiefer, “Sounds like lawyer and career bureaucrat, doesn’t it?”…

 

           Mr. Stiefer, “…And I venture to say that I have probably seen every variety of phony, fake, weird, strange, bizarre and kooky equity type evidence you might run across.” (Talking about you, the property taxpayers).

As the author of the Harris County Appraisal District’s guidelines for “Handling Equity Protests”, known as “Appendix B, Handling Equity Protests”, in which he wrote the policy on equity protests, Stiefer writes that when the person who determines the value and characteristics of a property should be, (the “modeler”), “the modeler should review the low valued properties in an unrepresentative sample and process 41.11 corrections to raise the value on those properties if needed.  This should be done before the hearing.  If the unequal appraisal is not raised until the informal hearing process, the informal appraiser should postpone the hearing until the case can be reviewed by a modeler.”

Taxpayers, what HCAD is doing here in Appendix B is allowing HCAD TO tamper with the taxpayer’s evidence prior to a formal hearing.  Unbelievable to Taxpayers for Equal Appraisal that this is allowed in America.
